I work in infrastructure and I am curious about the scale and scope of what is being built in Surčin: pavilions, the rail link, the stadium complex. English language coverage seems limited to press announcements. Is there anywhere that lays out the masterplan in reasonable detail, including how it connects to existing transport? I would also like to know what state the construction is at now and whether any of it can be seen from outside.

Worth reading alongside official material. From a professional standpoint the interesting question is what happens to the site after the ninety three day run, which nobody has answered clearly yet.
